Statement by Representative of the Islamic Republic of Iran The 11th Conference of States Parties of the United Nations Convention against Corruption Agenda Item 7: Follow-up to the special session of the General Assembly on challenges and measures to prevent and combat corruption and strengthen international cooperation     In the Name of God, the Most Compassionate, the Most Merciful     Mr. President; My delegation appreciates the report prepared by the Secretariat. There is no doubt that the United Nations Convention against Corruption is the unique and binding core of the global fight against However, the dynamic and changing nature of corruption requires up-to-date tools. This very session proves the foresight of the Convention's drafters, who created this Conference to ensure the Convention meets today’s needs. In this sense, the Convention can be regarded as a "mother treaty." Beyond this mechanism, the Political Declaration of the UNGASS 2021 serves as the most significant complementary non-binding instrument to support our collective efforts. In alignment with the commitments made in the Political Declaration, the Islamic Republic of Iran has undertaken significant legislative and institutional reforms. We have strengthened our national anti-corruption framework through the enactment of the Seventh National Development Plan, which mandates rigorous asset recovery measures and enhances the accountability of public institutions. Furthermore, we have prioritized the digital transformation of our transparency mechanisms, implementing electronic systems for public procurement and asset declaration of officials, thereby reducing opportunities for corruption and increasing public trust. Furthermore, my delegation emphasizes the need for a balanced approach to the implementation of the Political Declaration, one that gives equal weight to preventive measures and law enforcement. We advocate for enhanced technical assistance that is demand-driven and tailored to the specific needs of developing countries. The sharing of best practices, particularly in the use of technology to prevent corruption, should be facilitated without conditionalities, ensuring that all States have the necessary tools to uphold integrity and accountability in their public sectors. In conclusion, the Islamic Republic of Iran reaffirms its unwavering commitment to the full implementation of the UNGASS Political Declaration and the Convention. We stand ready to work constructively with all States Parties to address emerging challenges, including the misuse of virtual assets and the role of professional enablers in corruption. However, success in this endeavor requires a genuine partnership based on mutual respect and the removal of all political and economic barriers that currently fragment our global response to corruption.
