In the Name of God, the Most Compassionate, the Most Merciful Mr. Chair, The Islamic Republic of Iran has, for more than a decade, consistently emphasized several key elements. First, the condemnation of the attacks carried out by the Israeli regime against Syria as well as of any threat to repeat such acts of aggression. Second, the necessity of holding the aggressor accountable and ensuring respect for the international law. Third, support for Syria’s cooperation with the Agency and for the resolution of this issue through a professional, impartial, technical, and evidence-based process, grounded in objectively verifiable facts. Our position on this matter remains unchanged. Against this background, we take note of any progress achieved through cooperation and engagement. With regard to the Secretariat’s handling of this issue during the period from 2008 to 2011, we wish once again to emphasize a fundamental principle governing the Agency’s verification activities: the Agency’s assessments and conclusions should not rest solely on information provided by third parties, satellite imagery, assumptions, speculation, or uncorroborated inferences that have not been sufficiently substantiated. Principally, reliance on non-conclusive assessments as a basis for political action by the Board of Governors contributed to divert any process from its appropriate technical and professional course. At that time, the acts of aggression and persistent threats by the Israeli regime, together with the continued politicization of the issue, were among the principal obstacles to its resolution. An issue that should have been addressed through technical cooperation and professional dialogue was instead affected by acts of aggression, threats of renewed recourse to force, and political pressure, thereby undermining the conditions necessary for an impartial, objective, and effective process. During the technical briefing held on 2 September, the DDG explicitly acknowledged that the attacks carried out in the past had impeded the Agency’s access to the relevant locations in Syria. The acts of aggression and threats of unlawful use of force are not only incompatible with international law, but also have a detrimental impact on the Agency’s ability to carry out its verification activities. In conclusion, we reiterate that Iran has consistently supported cooperation, constructive engagement, and the resolution of outstanding issues through professional, technical, and diplomatic means in accordance with international law, and will continue to uphold this approach. Political considerations cannot and should not alter these principles. I thank you Mr. Chair
