At the outset, I would like to extend my sincere congratulations to you on your election as the President of this important meeting. I would also like to express the full support and constructive cooperation of the delegation of the Islamic Republic of Iran with you in fulfilling this important responsibility.
Dear Colleagues
I would like to sincerely thank all of you for your principled position and collective resolve in electing Iran as a member of General Committee and in standing up to the unconstructive approach of the United States in this Conference.
It is a grave concern that due to US regime pressures, the host country, while violating the Headquarters Agreement, failed to fulfill its duty to facilitate the participation of the Head of the Delegation of the Islamic Republic of Iran and prevented the presence of His Excellency Mr. Eslami, the Vice-President and Head of the Atomic Energy Organization of Iran in this august gathering. One cannot interpret this latest malicious move of the US administration nothing more than a childish type of behavior.
Distinguished Colleagues
The US regime has a long dark record of hostility towards the noble Iranian nation and has spared no hostile action during more than last fifty years; though, fortunately, it has ultimately met with failure in every instance. Coups, assassinations, the incitement and support of Saddam regime in his war on Iran, and, ultimately, direct war are among this hostile approach.
Ladies and Gentlemen
Iran as a civilized nation enjoys a rich history in advanced science including nuclear technology with success and pride. The nuclear science and technology in Iran spans an 80-year history. The Atomic Energy Organization of Iran is currently 52 years old. My country is among the very first countries which became an NPT member state and has remained committed to it. Iran has consistently acted with transparency and in good faith. For more than 25 years, my country has endured pressure and sanctions over the nuclear issue. Throughout all these years, Iran has remained committed to negotiations and abided by the agreements such as the Joint Comprehensive Plan of Action (JCPOA). The United States was the only party to the JCPOA that chose to disregard and withdrew from it. Iran, however, remained committed to the agreement and, even continued to implement its commitments unilaterally for about 1.5 years after the US withdrawal.
This is evidenced by the 15 consecutive reports submitted by the then Director General of the Agency to the Board of Governors, which confirmed Iran’s full implementation of its commitments under the JCPOA. However, the outcome of Iran’s good-faith approach was the imposition of unilateral sanctions on the Iranian people—sanctions that were described by themselves as “crippling.” Regrettably, the three European countries also followed the United States blindly, without any reasonable justification and without due regard for the consequences. It was normal for Iran to react accordingly in response.
Following a change of administration in the United States, negotiations were initiated in 2022 with a view to returning to the JCPOA, and while the deal was within reach, the US refused to conclude it. Following the assumption of office by the current US administration, negotiations resumed after a hiatus of several months. At a time when parties had agreed to review technical details here in the IAEA, the regime of Israel launched a military invasion on Iran. Once again, the United States and Israel waged their illegal attacks. The United States officially stated that the objective of the military invasion was to overthrow the Islamic Republic and take possession of Iran’s oil resources. The President of the United States has also stated explicitly that bridges and power plants as well as Iran’s civilization should be annihilated and that Iran should be returned to the “Stone Age.” Such horrific rhetoric is a result of the world inaction towards terrible genocide of innocent Palestinians in Gaza.

The fabricated nuclear issue is a product of unreal reports drafted with the contribution of hostile groups and intelligence agencies. The capacities and mechanisms of the International Atomic Energy Agency were used as an instrument to place immense pressure on the Iranian people, and resulted in the imposition of all-out sanctions, the assassination of scientists, industrial sabotages and, ultimately, the creation of the conditions that led to the two wars against Iran. These wars have resulted in the martyrdom of many honorable individuals, including dedicated and capable military commanders, distinguished scientists and their family members, as well as people from all walks of life. Among the victims were 168 innocent students and teachers at Shajareh Tayyebeh School in Minab, women and young athletes engaged in sports at the Lamerd Stadium, and, most recently, those attending a wedding ceremony in Bandar-e Koohestak. Above all, these conflicts resulted in the martyrdom of our country’s wise, enlightened, and highly revered Leader.
Dear Participants
I would like to ask you whether the IAEA inspectors, through their repeated and continuous inspections of Iran’s nuclear facilities, ever issued a report indicating diversion on the part of Iran? If the answer is no, the politically-motivated and provocative interviews by the IAEA Director General are based on which finding? Is there any precedent for a country to have been treated in such a manner as Iran? Wasn’t it the case that the Agency’s Director General, the General Conference and the Board of Governors condemned the military attack against Iraq’s nuclear facilities in 1981? If so, why has the more destructive illegal military attack against Iran’s peaceful nuclear facilities not been condemned by the Director General, General Conference and the Board of Governors? Can the extensive cooperation between Iran and the Agency, and the abundant number of inspections conducted in Iran, be compared with the level of cooperation and inspection undertaken in any other country? In order to restore its credibility and fulfill its inherent duties, should the Agency not unequivocally declare that it strongly condemns any military attack against Iran’s nuclear facilities, and engage with Iran? Should the Agency not treat Iran as it does with other countries, on the basis of its inherent responsibilities and statutory mandate? Can the statements and interviews given by the Director General regarding the Islamic Republic of Iran simply be disregarded?--statements and interviews that, in their entirety, provided pretexts for Iran’s adversaries to launch attacks against the country. The Director General has squandered every opportunity to restore the Agency’s credibility—not only through politicized conduct and the application of double standards, but also by echoing the positions of Iran’s adversaries. Most recently, the DG’s report paved the way for the latest malicious act of adopting an unjust and unlawful resolution against my country.
Under circumstances in which fundamental principles of the Charter of the United Nations, the Statute of the IAEA, and the international non-proliferation regime are being simultaneously violated, continued silence of countries cannot be regarded as a manifestation of impartiality; rather, it signals stronger weakening of the United Nations Charter and the non-proliferation regime.

Since the Islamic Republic of Iran has always faced continuous war and security threats, it is natural that it tries to secure its sensitive facilities from enemy military aggression. To establish nuclear installations in a safe and secure location should not be regarded as cover-up! These facilities are located underground, and have been at all times under inspections as required by the safeguards. Needless to say, Iran’s peaceful nuclear program is absolutely transparent.
Dear Colleagues
The Country Program Framework (CPF) of the Islamic Republic of Iran was submitted to the Agency four years ago, yet unexpectedly, it has remained dormant despite repeated follow-ups. If technical cooperation activities with the Islamic Republic of Iran are being conducted on the basis of purely technical and professional criteria, and not having been under pressure from the United States and its allies, then for what reason my country’s CPF remains pending, despite the reviews and assessments that have already been undertaken.
Distinguished Delegates, Ladies and Gentlemen
Iran has consistently pursued a path of peace and rule of law. It was the United States that undermined the JCPOA. The Islamabad MoU, too, was met with a failure by the United States to honor its commitments.
Mr. President
Even before the Islamic Revolution, Iran had concluded agreements with different European countries concerning various aspects of the nuclear industry. However, those countries never fully abided by their obligations. The bitter experiences of European failure, before and after the Islamic Revolution, to honor their contractual commitments, demonstrated that reliance solely on international cooperation and external guarantees could not adequately meet the country’s strategic needs. It was therefore necessary for Iran, within the framework of its legitimate rights and with the aim of meeting its peaceful civilian requirements, reducing its dependence, and ensuring the continuity of its nuclear activities, to pursue the development of indigenous capabilities and the completion of the nuclear fuel cycle. Through the tireless efforts of its engineers and scientists, Iran has sought to develop its own independent technological capabilities.
Mr. President
Attacks against Iranian sites and knowledge-based industrial corporations and pioneers of development and progress will not stop the Iranians. Iran’s enemies must understand that nuclear science, technology, expertise, and industry have taken deep root in the country and cannot be eliminated through military action and assassination.
Iran will not surrender. Our country is among the earliest members of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and has consistently remained committed to the peaceful nature of its nuclear activities. Some of Iran’s achievements in the field of nuclear science and technology can be reviewed in the full text of this statement which will be uploaded on the Agency’s website. I would like also to invite you to visit the Iranian Stand on the sidelines of this Conference to get familiar with such achievements:
In the field of nuclear power generation, the Atomic Energy Organization of Iran has achieved the highest level of operational safety performance at the 1,000-megawatt Bushehr Nuclear Power Plant, according to the performance indicators of the World Association of Nuclear Operators (WANO), Moscow Centre, during the period between 2023 and 2025. Among 48 nuclear power units, the Bushehr plant received the maximum possible score, achieving an outstanding rating of 100 out of 100. It is currently regarded as being among the world’s ten leading nuclear power plants in terms of safety and operational efficiency.
More than 80 billion kilowatt-hours of electricity have been generated, resulting in savings equivalent to approximately 132 million barrels of crude oil and preventing the emission of more than 86 million tons of various environmental pollutants.
In the field of nuclear medicine and healthcare, the Atomic Energy Organization of Iran, by advancing at the frontiers of scientific knowledge and increasing the production of radiopharmaceuticals, has prioritized addressing the country’s pharmaceutical and medical needs, particularly the treatment of cancer and other serious diseases. At present, nuclear medicine services—including more than 76 accurate and effective diagnostic, palliative, and therapeutic radiopharmaceuticals—are regularly provided to 230 medical and hospital centers across the country, benefiting more than 1.5 million patients.
The design, development, manufacturing, installation, and maintenance of radiometric and control equipment used in the oil and gas, petrochemical, mining, cement, steel, and other industries constitute important applications of nuclear technology and benefit from its capabilities.
The expansion of irradiation facilities to 10 centers has enabled the country to make greater use of the benefits of this technology and to meet national needs in the sterilization, decontamination, and pest control of agricultural and food products, as well as medical products and equipment, including the sterilization of dialysis filters. The irradiation of polymer products and the heat-shrink processing of wires and cables have likewise become continuous services.
The National Nuclear Safety Center plays a key role in overseeing facilities and centers engaged in activities involving radiation and nuclear materials. Through more than 20,000 annual safety and safeguards inspections, it contributes to enhancing safety at approximately 11,000 nuclear-related industrial and medical facilities and provides safety coverage for around 60,000 radiation workers nationwide.
The application of cold plasma technology in medicine and healthcare, agriculture, the environment, and industry is among the Organization’s recent achievements, from which the people of Iran have already benefited.

The Iranian people have paid a heavy price for their independence and dignity. It is therefore evident that this nation will not surrender to the bullies and will continue, to the very end, along the path they have embarked upon.
In conclusion, I wish to reiterate the motto echoed by our martyred Leader, Ayatollah Khamenei, who wisely stated: “Nuclear Energy for All, Nuclear Weapons for None.”
