Iran Statement at 13th UNTOC COP under agenda item 2a
Statement by the Representative of the Islamic Republic of Iran before 13th Session of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime under Agenda Item 2(a): United Nations Convention against Transnational Organized Crime / Implementation Review Mechanism (21 October 2026)
بسم الله الرحمن الرحيم  Mr. President, As a State Party, Iran attaches great importance to the effective implementation of the UNTOC. To that end, Iran has established legal foundations and enforcement mechanisms for countering, prosecuting and punishment of transnational organized crime.  Particular attention has been given to preventive measures, enhancing inter-agency coordination, strengthening capacities to address emerging forms of organized crime, and promoting practical international cooperation including mutual legal assistance and extradition. The required legal basis for providing a wide range of mutual legal assistance (MLA), including asset recovery, has been prepared, and in accordance with Article 18 of the Convention, the Ministry of Justice has been designated as the Central Authority, entrusted with receiving the requests. Additionally, Iran's Crime Prevention Act of 2011 established a framework for national crime prevention, overseen by Iran’s Supreme Council for Crime Prevention, encompassing research and analysis, public engagement, and policy development. Mr. President, As regards the important issue of the Review Mechanism of the Convention, we believe that such review Mechanism should primarily serve as an intergovernmental platform for the exchange of experience, identification of good practices and recognition of technical assistance needs. Its value should not be measured only by the number of completed reviews, but by how the process contributes to implementing the Convention and assisting the States parties in their national efforts. The Mechanism should operate with full respect to the national sovereignty, and the terms under which States have become parties to the Convention. Efforts to improve its efficiency, shall take into account the differences in legal systems, institutional capacities and available resources, particularly for developing countries. Additionally, the link between the reviews and technical assistance should be preserved and strengthened. Identification of implementation gaps shall be coupled with realistic access to legal expertise, technology and other forms of assistance necessary to address it. Mr. President, A credible Review Mechanism should promote cooperation among States Parties in order to prevent and combat transnational organized crime more effectively. That being said, Iran stands ready to cooperate with other States Parties in promoting implementation of the convention. Thank you for your attention.
