In the letter, addressed to the foreign ministers of various countries, it is emphasized that the claims put forward by the US, the UK, France, and Germany are entirely baseless and void, lacking any legal foundation.
Araghchi noted that such actions not only contradict the text and spirit of Resolution 2231, but also severely undermine the standing of the Security Council and the credibility of multilateral diplomacy.
The foreign minister further recalled that Resolution 2231 was adopted unanimously, and under its provisions, all previous Security Council resolutions concerning Iran’s nuclear program were terminated. It also established a clear framework and timetable for the permanent lifting of all nuclear-related restrictions on October 18, 2025.
He stressed that no country or group of countries has the unilateral authority to alter or reinterpret the provisions of this resolution.
Referring to the unilateral withdrawal of the US from the Joint Comprehensive Plan of Action (JCPOA) in 2018 and the continued violations of commitments by the three European states, Araghchi asserted that these countries lack the standing to invoke Resolution 2231, and their claims in this regard are contradictory and unfounded.
He further stated that the initiation of the so‑called “snapback” process by the three European countries is inconsistent with the requirements of Resolution 2231, adding that the draft resolution submitted to the Security Council was also clearly at odds with the provisions of the resolution.
The letter states that no valid legal action has been taken to revive the terminated resolutions, and that the efforts of these countries amount to a unilateral rewriting of international law and an abuse of the United Nations.
Araghchi warned that such actions weaken the Security Council’s authority and damage the global nuclear non‑proliferation regime.
The Foreign Minister of the Islamic Republic of Iran emphasized that neither Iran nor any UN member state is under any obligation to comply with these unlawful claims. On the contrary, recognizing or implementing such measures would itself constitute a violation of international law. He also reminded that all restrictions contained in Resolution 2231 will expire permanently on October 18, 2025, and any attempt to extend or revive them will not be recognized by Iran or by peace‑loving, law‑abiding countries.
Araghchi, noting that the Islamic Republic of Iran has always demonstrated its readiness for diplomacy and constructive engagement, stressed that Iran will continue to firmly defend its sovereign rights and legitimate interests.
In conclusion, he called on the recipient governments to reject any claims regarding the revival of terminated resolutions, to refrain from incorporating such unlawful measures into their domestic policies and legislation, and to encourage other countries to uphold multilateralism and resist the misuse of international institutions.
