Excellencies,
Ladies and Gentlemen,
The Islamic Republic of Iran has the honour to address this distinguished gathering as a newly acceding Party to the UNTOC. On this occasion, allow me, on behalf of my delegation, to express our appreciation for the efforts of the UNODC for convening this commemoration, and to reiterate Iran’s firm and enduring commitment to reach the shared objectives of the Convention.
We do believe that collective actions are indispensable to effectively prevent and fight against Transnational Organized Crime. The Convention serves as an effective tool and the necessary legal framework for international cooperation responding to transnational organized crime by providing the legal and operational framework through which Parties can take meaningful coordinated measures against these heinous phenomena that negatively impact economies and societies.
We emphasize that the fight against Transnational Organized Crime should be tailored to the legal system, alongside efforts to address its root causes. At the domestic level, the Islamic Republic has taken concrete steps to strengthen its legal and institutional capacity to prevent and combat offenses covered by the Convention, including Trafficking in Persons, Smuggling of Migrants, and Illicit Manufacturing of and Trafficking in Firearms.
Moreover, we recognize that Transnational Organized Crime needs transnational solutions and effective international cooperation under the Convention, which remains essential and indispensable. The complex and cross-border nature of transnational organized crime requires efficient and coordinated operational collaboration, especially concerning offenses that target cultural heritage.

Ladies and Gentlemen,
The challenges before us are undoubtedly complex, but not insurmountable. By providing tangible support to one another, we can substantially reduce the harm caused by these crimes. We remain hopeful that, through collective action and enhanced cooperation, we can achieve meaningful progress in dismantling transnational organized criminal networks and promote global prosperity. In this regard, Iran stands ready to cooperate with Parties to the Convention effectively to strengthen its implementation in a manner consistent with the principle of international law, as enshrined in the UN Charter.
Last but not least, as we commemorate a quarter century since the adoption of this Convention, let us transform memory into more effective momentum. Let us enhance the Convention’s practical efficacy by reinforcing its implementation through strengthening mechanisms for cooperation and by ensuring that assistance reaches those who most need it. I wish our deliberations this day be guided by wisdom, fortified by solidarity, and crowned by concrete measures that promote justice in a way that leaves no one behind.
