Proposed resolution by Iran several other countries at the IAEA General Conference on necessity of prohibiting any attack or threat of attack against peaceful nuclear facilities

The Permanent Mission of the Islamic Republic of Iran in Vienna announced that the Islamic Republic of Iran, together with Belarus, China, Russia, Venezuela, and Nicaragua, has submitted a draft resolution to the 69th General Conference of the International Atomic Energy Agency (IAEA).

This draft resolution, based on the United Nations Charter, the IAEA Statute, and previous resolutions, emphasizes the necessity of prohibiting any attack or threat of attack against peaceful nuclear facilities under IAEA safeguards, and considers any such action or threat a serious violation of international law and a threat to international peace and security.

Iran’s Permanent Mission in Vienna noted that recent attacks against the nuclear facilities of the Islamic Republic of Iran, which are under IAEA safeguards, constitute a clear violation of international law, the UN Charter, and the IAEA Statute, and have seriously endangered the safety of personnel, the security of nuclear materials, the environment, and the credibility of the non-proliferation regime.

It was also stressed that the submission of the resolution is not only in defense of the legitimate rights of member states, including the Islamic Republic of Iran, but also aims to ensure the security of all safeguarded nuclear facilities worldwide.

The draft resolution specifies that countries with peaceful nuclear programs are entitled to receive the necessary assurances to safely benefit from the peaceful use of nuclear energy, and it underscores the role of the IAEA in this regard.

The resolution, while reaffirming the inalienable rights of member states to the peaceful use of nuclear energy, recalls that the only way to address legitimate concerns is through dialogue and diplomacy, and that the international community must support this approach to prevent the recurrence of irresponsible actions that threaten global peace and security.

It should be noted that this draft resolution will be discussed and reviewed on Thursday afternoon, September 19, 2025, at the IAEA General Conference, and will be put to a vote. Estimates indicate that independent countries are expected to support this draft.
